453.550 in El Dorado Co?

Does anyone in the Sac/Placer/El Dorado County know what 453.550 is used for? It's licensed to El Dorado County, and seems to be their only UHF license (other than the splinters used for voting/repeater linking). I've got an old Kelty book that lists it as River Safety.

My folks live in Kyburz, and I'm trying to program up a scanner for them. The repeater is licensed for multiple sites, including Pine Hill (which should boom into most of Sacramento, Folsom, etc.).

The only thing I can think of is that it's part of the same license as their buses:

Here in Fair Oaks I am picking up what sounds like building maintenance for a state building in downtown Sacramento. Today they've been talking about a broken elevator in building 4. Over the past few months I've monitored this freq from time to time and that is the only "local" stuff I am receiving.
