Can someone help me ID what im picking up on 6315 USB

Sounds like Morse code than a data burst.

For some reason, it won't play for me (probably because I'm using Chrome), but it sounds like what you've run into is called an idle marker. This is a format used by marine stations to announce that a station is listening and available for traffic. The data burst is a Sitor-A idle, followed by the callsign of the station in CW.
