800 MHz Antenna

What is the best antenna to use for a handheld scanner that is trunking an 800 MHz trunked EDACS system. It could be my scanner that does not have enough power output for my current antenna to have a clear signal, but a better antenna might help. Maybe I should consider getting a more powerful handheld. Can anybody recommend one as well? I currently have a radioshack PRO-94.
