Listening to the conversation this morning on the frequency. Use to be licensed to ConocoPhillips. It's not in the Data base either but sure was clear on my end . But several years ago it was licensed to ConocoPhillips for security..

That frequency license has been transferred to P66 during the ConocoPhillips split in 2012.
Its part of their trunk system.
