I travel quite a bit across North America and always bring my radios to do my great hobby of DXing and Communications study, and I use the RR Database as my bible of information. Occasionally I still find listings of public safety channels in this band of 866 to 868, which I believe, ever since rebanding, is exclusively ESMR. Then, would it be safe to conclude that the RR listings in this band would simply be outdated and no longer used, and not to program them into my scanner?

Correct.

I think nationwide there's two systems that have not completed rebanding. Everyone else is done.
The database is just out of date.

Depends on where you are in North America. In Canada, that band is still used by Public Safety.

I'm sorry, I should have been more clear....the listings I was referring to were in the US, particularly in the Philadelphia Pa. and Seminole County Florida databases, two places that I have been to recently. I said North America because I travel quite a bit in the US and Mexico. I have never been to Canada....yet....
