868.300 need info

I found this freqs using close call on my 396 868.300 up by the Everett Mall.

it is a control channel of some sort but I can't find any information on it I did check the FCC data base and all it said was that it is used for CERTS??? anybody have any information on it?

Did you by chance program it in to your radio to see if a sys id pops up? If you can find a sys id perhaps you can find out who it is by doing a search for that i.d on here?
