What is constables? = serve warrants in person - a part of the local sherriff's department
What is CID? = criminal investigative division - each PD or sherriff's department has their own CID unit
What is TLETS? = dispatchers have a computer that they can run license checks on for wanted persons or criminal history

Just like someone said, Constables are not part of the Sheriff's department. If the constables and sheriffs up there are anything like harris county (houston) they will hate each other. Around here the constables work the streets just like the SO. But, the constables stay in there own contracts.

Constables and CID

Constables, in Texas, are elected law enforcements officers that serve a specific judge (in my county they are precinct judges of municipal courts I believe). Here there is only one per precinct. The other day in Bexar County I saw 5 for one precinct on the same road, so I'm sure it varies by size of precinct. They are there usually to serve warrants and serve orders of the court. They do have the priveleges of most law enforcement officers.

CID, yes Criminal Investigation Division or simply put... Detectives.
