Being very familiar with Delco's T-band conventional system & having monitored it for decades any analog scanner will work to pick it up as the system exists today. Personally I used about a dozen receivers, maybe more to pick it up when I lived there. Depending on where your friend resides within the county they likely won't be able to pick up every channel from everywhere since each site only broadcasts certain sectors. Then again it may be possible with an external antenna which covers 470-512mhz mounted high up with quality coax. Also keep in mind the legacy conventional frequencies will be replaced by a new P25 Phase-II system slated to come online within the next few years with law enforcement likely to be encrypted. this thread. Will your friend be in need of a handheld or a base scanner? If the latter, go with the Uniden BCT15X. For handhelds I've used everything from a Radioshack Pro 79 to an Icom IC-R20 to pick it up, as I said earlier any analog receiver should work fine as long as the legacy T-band conventionals stay online. As soon as it's replaced then a P25 Phase-II scanner will be needed, preferably a Uniden SDSx00 to combat likely
simulcast distortion issues.
