advice for upgrade

I'm planning on upgrading to a unit wi the following specs;
*handheld
*trunk tracking (including Edacs, which is my local county)
*mil air
which model will do these (for the less $)?

dang, the 97 was on sale for $149 just a few weeks ago.
wonder why the 97 is cheaper than the 96, which doesn't get milair?
