I have a PRO 528 and I got the RS 20-283 antenna for my scanner for when I travel but I am thinking about getting an antenna for the house to boost my reception. As my funds are limited, does anyone have any suggestions on what would give me the best bang for my buck.
Thanks Netta ;)

Is there one band, or range of frequencies that is most important to you? None of the "one does all" antennas work as good as an antenna designed for a particular band.

Most everything in the area is conventional, But I am having trouble receiving The counties LTR Traffic due to the hills in the area. My understanding is that they even have problems communicating with each other and will be switching to the P-25 system over the next couple of years or so.

If nothing is on the 800MHz band at this time, then I'd recommend the Diamond RH77CA antenna.

The Parker County LTR system Netta's referring to is on 800Mhz. They have announced plans to move to a P25 TRS system.

The RH77CA antenna is a good antenna for Vhf-high & Uhf frequencies. Don't believe there's much public safety on Uhf in Parker County itself, though Hood County & Granbury both use it, as well as some in Tarrant & Wise County. I get reasonable reception on a number of 800 trunked systems, using this antenna on my BR330T, but if the county system is your biggest problem, I would not make the switch from the R/S 800. The RH77CA is another antenna that mounts on the scanner itself, for handheld use.

Netta, are you looking for an antenna to put on the roof of your house? You might look at the ST2 (also called the ScanTenna). This antenna is very good on Vhf & Uhf. On 800Mhz, I'm feeding a 246T, and listening to an 800Mhz trunked system in Waxahachie, about 25 miles away. I'm using a second ST2, and feeding my 996. I can hear a number of 800Mhz systems from neighboring counties on it, as well as Vhf-high & Uhf from longer distances. The Tx DPS repeater at Aledo, used by DPS Mineral Wells, comes in loud and clear from 40 miles out. The antenna is available from a number of online dealers besides the one in the link. Price shown includes 50 feet of coax and connecors, so other than a mast and mount for the house, there's little else to buy. You can use the same type mast as a tv antenna.

More antenna specific information, which is not really limited to a specific model scanner, is in the Antenna forum.
