BCD396XT/BCD996XT: AFFRAC programing

I have downloaded the frequencies from radio reference into my scanner BCD996XT. The computer program I am using is ARC XT Pro.
The Problem is I am not hearing anything on the scanner. Not sure if there is something that I haven't turned on or not enough info in the frequencies to activate them. Help Please

There is a large amount of encryption on that system.
