The only code where they actually say the "10" is the 00 and 33 to 51 in the above list. the others is just the second number ie : 19 or 23. Unless its changes since I left. I was an EMT/Dispatcher for 11 years.

When I listen I don't hear the "10" used, but on the printed out sheet we have in our Station it has the 10 listed. So I went off the list that I presume originally came from American.
