I'm not trying to sound condescending, but the tallest outdoor antenna designed to receive 700/800 Mhz. You would probably have good results with an outdoor discone. A relatively cheap option would be a yagi pointed toward the tower at Theta, but you probably wouldn't have very good results trying to receive anything else.

For a base antenna, I would try this one: Ground Plane Scanner Antenna Kit | Scanner Master.
It's not really expensive and should work pretty well. I use one at about 25' at home and it picks up several of our sites. Make sure you use good feed line with it. LMR400 would be good if the run is not too long. This will give you an antenna that will pick up the Theta site and also you should be able to pick up the Crestview VHF site (Summertown).
Look for some additional sites in Maury Co early next year as Maury Co moves to TACN. Probably looking at a 4 site 700 mhz. simulcast system in the county next year.
