What's the best antenna for picking up Wiscom and Oasis in Milwaukee? I've had a Larsen tri-band for years but the little ball has broken off the top.

The ball doesn't affect performance.
You should be able to order replacement balls from Pulse Larsen or their dealers that sell parts.

I've always been partial to the Comtelco All Band

..and the Diamond D130NJ D130NJ Diamond Super Discone Antenna | Scanner Master for my base antenna.
I live in Brookfield and have the Diamond antenna in my attic. The performance is amazing. During the day, I can monitor Sheboygan County and Kenosha County Fire Dispatch full quieting, no static. At night, Chicago PD UHF comes in great even and Lake County Fire in Illinois is full quieting then. Airband VHF/UHF performance is also awesome.
