Any Muncie people around?

Hi,
I live out in the country, west of St Louis, nothing digital out here !
But i need help--my father would like to start listening to scanners (75years old).
He lives just south of Muncie----From what i gather, Delaware county Sheriff and fire is still analog, with Muncie PD being digital?? Please tell me if i am correct, and make a recommendations for a foolproof scanner i could get him?? Pro-96?
If i can get him a scanner, does anyone have a good file setup that they would share for his use??

Im in muncie and you can download the delaware county frequencies from this website if you want. I do have the Pro-96 and the file from my scanner but other than sending it to you or him im not sure how I could help him. If you want me to send it to you just let me know.

He will need a scanner that can trunk track a Motorola Type II system. All Muncie PD talkgroups are analog voice, meaning that a scanner such as the PRO-93 or PRO-95 could do it. In short, you don't need a digital voice capable scanner to monitor Muncie PD.

Delaware County Sheriff has talkgroups assigned on SAFE-T but they rarely use them. Their operations are still primarily on VHF.

However ISP is digital if he wants to listen to them. Not sure but I heard Ball State may go digital too.

I would spend a little more and go ahead and get a digital capable scanner. Like they said, all ISP in the area is digital. Muncie Fire is going digital and Shf is rumored to be going to 800 digital soon.
