Hey I purchased a second hand Radioshack PRO 164. I went and got the device updated to v1.10 and installed ARC 300 trial that offered the 2 free radio reference database requests. Upon clicking the free download button in ARC300 I was told I have already used my downloads. I have never used the software before and I did not have a VPN enabled. Is the offer still valid or is this not offered anymore?

If so, the free trial period is only for 7 days or two downloads from the database. I suspect you're past the seven day trial period.
Since you do not show to be a Premium Subscriber, even if you downloaded ARC300 direct from Butel, you still would be unable to download from the database. (Since you already did a download for a seven day trial, I'm not sure that downloading from Butel direct would enable their normal 30 day trial period on software, even if you purched a premium subscription.)
