MOSWIN is a trunked system. The scanners that ARC500 supports do not utilize a NAC code on trunked systems. You might program one of the voice channels, as conventional, and use the NAC (or set as search), but you cannot do that if set up correctly as a trunked system.

The Uniden SDS100 & SDS200 scanners are the only current models that can use the NAC code on a trunked system's site.
