it is a P25 digital trunking system, meaning you will need a radio with digital capibilities. I use the Uniden BCD436HP and would highly recommend it. All that you have to do to "program" it is type in your zip code, and the scanner will load in all of your nearby systems from the onboard micro SD card. There are several other Uniden and Whistler scanners out there to look at as well.
Also, the County of Buncombe uses this system:
https://www.radioreference.com/apps/db/?sid=7152 It is also P25 trunking and the Sheriff uses encryption, but the rest of the system is not encrypted.
