The full quote lumps pay and benefits together which is always a moving target. FF1 wage for Denver in 2005 was $22.57 an hour in pay. It is a pain in the private sector to calculate benefit costs per hour and it is even harder in the public sector. Not all employees use all benefits, not all benefits are available to all employees.
