I recently inherited a bearcat BC345CRS and plan on using it for listening to air chatter. I pick up a considerable amount of chatter on 132.175 with the stock antenna. was wondering if I upgrade the antenna could I pick up the ATC at AVP which is about 13 miles away

You'll never know unless you try. Not all RFI environments are created equal, YMMV. When conditions are favorable I can pick up ATC at PHL from just shy of 20 miles away on my Icom IC-R20 with stock telescopic pointed towards the air field

Most of the VHF ATC freqs are paired with a UHF freq for the military to use: 132.175/298.9. This is New York Center (ZNY) High sector 34 Flight level 240 and above .

Depends on terrain between you and AVP. If you're on a mountaintop / mountainside overlooking the airport, then probably yes. If you're behind one of the "Endless Mountains" in the area... then likely not. Regardless, a better antenna (meaning outdoor, not a back-of-set telescoping rod) will improve everything you receive.... possibly including AVP tower and even ground. But as has been pointed out, you won't know unless you install the better antenna.

I live below the airport about a mile away, I can hear the Approach, Departure and Tower fine, but cant get ground since I am sitting below the airport elevation. I agree with popnokick, your location will be the best determinant as to whether you can get what your looking for or not.
