Recently I heard a Kingman DPS unit transmitting on the repeater output (simplex). Is this common practice in most parts of AZ when they have some semi-confidential or otherwise?

this is very common nationwide. it is used for shortrange unit to unit communication. it also allows the officers to hear if dispatch calls.
