Almost always they used closed circuits and when they need wireless, it's dedicated UHF, encrypted. I recall a few years ago the UW surplussed all their headset radios due to a new purchase. Can't find any concrete reference or FCC license to support that, but they were replaced by some new ones, pricey. Sometimes they're provided, short-term, by sponsoring corporations and thus may not be licensed to the university.
