Bainbridge Island T-23

Saw this at the NW Fire & Rescue Expo in Portland last week. I only had time to snap this quick photo, so I don't know anything about it, but it seems very low for a tanker. If there is some sort of height restriction on the island, you would think the tank could be as tall as the cab. ???

I have no idea? I live on Bainbridge isalnd.And we have some ancient trucks and some that look fairly brand new..
