According to the database the only thing you can monitor with the BC75XLT in Ballwin, MO is the Ballwin Golf Course, everything else is digital and the BC75XLT is not a digital scanner.

Welcome to the forums. To answer your question, refer to owner's manual here. You'll need a P25 Phase-I capable scanner to monitor your county emergency services. Also Ballwin Police is fully encrypted so you won't be able to monitor them

BC75XLT:
STORING FREQUENCIES
To store frequencies in the first available channel:
1. Press Hold.
2. Enter the frequency and press Hold and Func + Pgm
3. The scanner alternates between the frequency you are
stopped on and the first available channel number with
no frequency stored. Press E.
4. The scanner is now on that frequency, on Hold with the
delay function automatically turned on (see page 47).
Press Srch or Scan again to continue.

Download the manual here

just bought my first scanner yesterday the BC75XLT. How do I save frequencies Very new to this
Wow! You've been registered since 2012 and you are just now making your first post some 10 years later? Have you been lurking all this time? In any event, a most belated welcome to Radio Reference! LOL!

Seeing that you just purchased your Uniden BC75XLT scanner, you may want to investigate if you would be able to return that model in exchange for a digital model as mentioned above in order to receive more systems in your area. If you have any questions about what you can and cannot receive in your area with the various scanners, please don't hesitate to ask.

Sorry that we have burst your bubble, but as many people do I imagine, look at prices of these things, dont get digitals that are needed and end up as you getting analog non trunked radios. I've fielded a few dozens that have done so as well here and many dozens more on these forums have also made the same mistake.
As mentioned if you were looking to get 911, you do need to return that radio asap

Look at this link is where Ballwin is, its all digital trunked for which your radio is incapable of working on it.
St. Louis Area Trunked Emergency Radio (SLATER) Trunking System, St Louis Metro Area, Multi-State Under MODE if it’s D it’s in the clear, De sometimes clear, sometimes encrypted. DE is always encrypted.

Seeing the county is multiple towers for 911 - simulcast your looking at Uniden brands,
996P2, 325P2, 436HP, Home Patrol2, 536HP, SDS 100, SDS 200.
The SDS models are expensive, but work flawlessly in counties as yours with multiple towers.

Do NOT get any whistler brand scanners, they rarely ever work inside the county due to the 4 towers being used, garbled would be common if they did work. Whistler WS1040 or WS1065., TRX1 or TRX2

All you could hope to get on that radio is here, no trunked radio systems -
Under Tag column, anything listed as data is just that, no voice, anything that has DMR is digital and it wont work on that radio. Also these are also trunked cant get them either. St. Louis County, Missouri (MO) Trunked Systems

I have the BC95XLT it’s practically the exact same thing.

Press the hold button and advance to the channel slot you would like to program by keeping on pressing the hold button, or another way for example press hold, then press the slot number, let’s say for an example 12 by pressing 1 then 2 and then hold again. The scanner is now set on slot 12. Now type in the frequency you would like to program. When done, hit enter and Voila the frequency is stored in slot 12 the one you have chosen.

Oop’s I forgot to mention, once you’re in the channel slot number you want , you must press function and then program, then enter the frequency and after entering the frequency press enter.

See later post that links and refers to the manual.

If you have a PC then you can try my free Scan75 Control Program. Scan75 Control Program

Point to note. When you have any piece of radio kit that is not SDR based then ideally you should learn to use the buttons and knobs on your kit before moving to any software control program. That said software control programs can be more friendly in understanding how your kit works and help you in going to full manual control. Many of these scanner users manuals are so badly written you need every bit of help you can get!
