Someone is wanting to sell me a brand new, unopened BC9000xlt for $175. Is this a good price for this scanner?

Your money would be better spent on a BC898T or even a BCT15 or BCT15X. The BC9000XLT requires a BC005 board in order to add CTCSS tones which are next to impossible to find.
