BCD325P2 scanning P25 and conventional toneout standby

I must be misunderstanding something from the instructions. I set up a p25 system (that is working fine) with startup button (0) I also set up a conventional system with 2 channels AND a toneout standby and also assigned them to startup button (0).

My understanding is that they both should be running if I hold the startup button when I power on. I see the startup info but the toneout is not alerting.

Did I set it up wrong?

You can't scan and do a tone out standby at the same time.

The display will tell you what the scanner is doing. One or the other.
