BCD396T and Butel

I tried rebanding a 396T but it doesn't work. I updated the firmware to virsion 3 then used Butel and downloaded data from RadioReference.com. I removed the user ID's i didn't want to listen to and uploaded it to the scanner. I clicked on the "reband" button in Butel but don't see where you put in the upper and lower frequencies. could that be why it doesn't work?
