Hey all, just grabbed a used 396T handheld to keep in the car with me. It should cover just about everything in my area. I'm just realizing that this scanner doesn't use the USB programming cable for power like some of the newer handhelds do. Can anyone recommend a USB cable, maybe a USB to 6v DC converter that would work for this scanner for the car? I'm just not sure of the specs on the charger and the size of the end that plugs into the radio, etc. Thanks!

The 396T doesn't do USB. The programming cable is a serial cable. It has no power connection. You can add a usb->serial adapter but it is just a COM port not a power port.

There are external A/C adapters and 12v adapters. The 396T will only charge NICAD or NIMO batteries. There is a switch in the battery compartment to turn charging off if you have normal alkaline batteries.
