BCT15 has me scratching my head

I have programmed 3 fire departments in a system. They are located in Catawba County, NC. Freq info gathered from Radio Ref.
Layout is 1 system, 1 group, 3 channels. It has scanned 6 hours or so and not a single transmission. I either have entered bad data, missed something or these Volunteer Fire Departments are closed.
Things that I am questing are:
I used ctcss, tone 131.8, and NFM,for all 3 channels
Quick key is #1
Doubled checked the frequency for all 3
Entered correct state NC
Hold/Delay time 0/2
Named VFD-Bandys, Mtn.View, Propst
If you spot something that is causing the problem, please free to correct me.

If you look at the RED Those are waklie to waklie This system is on the VIPER P25 SYSTEM. The 15X is an ANALOG SCANNER.
Catawba County

The sheriff's department dispatches all law enforcement in the county except for the cities of Newton, Conover, and Hickory, which have their own dispatch centers.
Fire goes to a simplex 700 MHz channel when they get on scene due to bad VIPER coverage in the county.

Sincerely thank you for the chart. I am aware the BCT15 is analog. If I am reading your chart correctly nothing in my county can be loaded on my scanner?
This leads me to ask, where do I look for this info concerning the system the agency uses? Really quiet confused as of now.

From the chart, any VHF channel using FM or NFM should be receivable with the bcd15, if you are in range. I'm skeptical that any of the 769.xxx channels are used in FM mode, but I'm not there to verify. I would set any VHF channel to FM mode rather than NFM to start - sometimes FM works better.
