BR330T Battery Question

Hello all,
I have a Uniden BR330T scanner. I have 2300mah cells installed in the radio. How come when I charge the batteries with my external charger the charger always says it it put back around 1300mah back in the batteries. I use them until the battery indicator comes on and then recharge them. I know the batteries will hold 2200mah, because If I discharge them and then charge them normally the charger shows that. Why doesn't the radio use up all of the battery power from the batteries. What I am trying to say is, I have 2300mah cells but the radio only uses around 1300mah. Why doesn't it use up at least 2000mah? It just seems like the radio likes to eat batteries and battery life on this unit is not good. Any one else with similar problems or can answer the question above?

Power equation

The short answer is based on the power equation of:
P=IE or Watts = Amps X Volts
The Voltage of the batteries drops to a point when they no longer provide enough Power to operate the device. The batteries will not be “dead” and could be used in another device with a lower Power requirement.

That makes perfect sense. I really wish the radio would run a little longer on a set of batts. All well,
