The emissions designators make it look to be a Furuno marine radar, probably just Cleveland Ports taking advantage of the stadium being city property.
Definitely a Furuno radar but probably not port related. The Port of Cleveland is not owned or operated by the City of Cleveland, it's a separate government agency with its own governance and it would have a unique FRN. The City does not provide any technical or administrative support to the Port Authority.
This radar license has a contact from the City of Cleveland Department of Public Safety. The MR license class was probably just the most expedient way to get the unit on the air. Furuno probably performed the licensing using their standard licensing procedure.
