Good find! The license is for 3 transmitters in and around Kearney. It's likely not enough to cover the whole county, so this is probably a replacement to Kearney's current UHF system. If they join the State Radio System like Lincoln and Norfolk did, then it might enough to cover the county in addition to existing VHF sites. Time will tell.

According to what I read on the news station in Kearney it will be on the state srs, mostly because they already let the state utilize their tower north of Kearney

Yes that's the exact article I read... went ahead and programmed all those listed frequencies from the application into my now outdated 996xt so that way when they begin testing here in late summer/early fall, I should be able to enter talkgroups I hear. Now the only obstacle, dreadeddd encryption. Hope not! Thanks again for posting this article! Happy scanning!
