I'm have a really annoying problem with this (admitted by others) buggy Uniden USB driver with ProScan.
BUT, it's not just that software thou it seems to be worse with it. The other S/W is Arc XT Pro.

I usually have the radio on (996P2), then open the program. The only time it connects if the program was already running and closed. Then I re-open it later in the same Windows session (Win7 Pro).
So I tired turning the radio off, run the program, but no difference. Thou that might not be any solution since the O/S did see the device.
It's almost the same deal with the mystery other program supposedly using the driver (which there isn't any).

I go thru those troubleshooting notes on the connect page, but that doesn't usually work. One way or another I get things back, but there doesn't seem to be a pattern. I have had some success using the 'Auto detect' vs the 'Set' function, but not always.

It's the driver from Uniden, it's in DM ok as Com 3, thou a couple of times it got bumped to Com 5 (no idea why). Other than a mouse, keyboard & 2 printers (usually off) I have nothing on any USB port. Anyone that has had similar problem found a sure fire solution??

It seems as the program sees the device in us when connected and doesn't realize it's seeing itself (for lack of a better phrase).

There is an issue with the Uniden driver and the P2, HP, & SDS scanners that use that driver. I'm not sure if the problem you are experiencing is a result of the same issue or if you have a computer problem. The issue I'm referring to is if the computer reboots when the comm. port is opened then the scanner stops responding to polls by the software. The only way to get the scanner to start responding again is to re-insert the USB cable or power cycle the scanner.

To resolve that issue on models that have a rear DB-9 connector:
Use the rear DB-9 connector along with a separate USB to Serial Port converter, and a null modem adapter or cable. A null modem is nothing more than swapping pins 2 and 3. A null modem is needed because the rear DB-9 port doubles as a GPS port.

Someone else may have different ideals and I don't have much more to contribute so I will stay on the sidelines.

Yes this happens to me with Proscan and my 325P2.

If the scanner loses connection or I unplug the cable between the PC and the scanner, the port stays busy.

I just go into Control Panel and disable the Com Port in Device Manager. (Unplug the cable first.)

When I do that I am able to reconnect the scanner, power it on and re-establish operation.

For years people complained about the proprietary serial jack on the front of the DMA mobile scanners (15/15X, 996T/996XT), and so Uniden swapped it out for a standard mini-USB jack, and it's been a PIA ever since. The 996P2 is notorious for requiring a power cycle when the USB connection craps out. Not even a reboot of the PC will fix it once the connection is lost, only a physical power cycling of the scanner clears it up.

You have Win 7. Correct? Perhaps do a online search again to see if anything was missed. Search for "Windows 7 - Troubleshooting USB Power Saving Features"

I've experienced this problem for years with various Uniden (only) scanners on various desktops & laptops, and various versions of MS Windows. It's Uniden hardware problem. Normally I never use any power saving features on any PC's.

I checked USB power saving since it was mentioned before to me and it's set to off!

Let me ask this, with DM open, when I connect the radio's USB cable Com 3 imedially shows. When I disconnect that cable Com 3 closes. I have checked/wiggled that cable both ends and see no interruption of activity when the connection is made.

The comm. port shouldn't change like that. May want to try my suggestion in post #4 and be done with it.

Set will open the comm port with the number in the Port box. Use 'Auto Detect' if you're not sure of the comm. port # or the comm. port # keeps changing. When you select a port # and click the 'Set Selected Available Port' that will also open the comm. port.

Your desktop has a USB port and your 996P2 rear DB-9 connector is a serial port. So you can use a USB to Serial Port adapter.
That's the sure-fire way to resolve the issue unless you have an entirely different problem with your computer.

{edit} I suspect the problem is more of hardware related. Perhaps the UART circuitry is getting the power from the USB connection and not the scanner. If that's the case, It may not be software fixable.
