My DC adapter for my pro-90 was touching at the connections and I saw a puff of smoke come from the power section at the bottom of the circuit board now the Scanner won't work at all.Can anyone say what could of burnt in it?

Protection diode... Will require a trip to a technician, or if you have a local ham radio operator who's handy with a soldering pencil, he/she could probably fix it.. In that old of a scanner, I'm not sure if there's any of those stupid little SMT microcircuitry components or not...

Welcome to RadioReference as well!!

I kinda doubt that the problem is the protection diode. The diode would only blow if you reversed the polarity of the applied power. It does not sound like you did that.

Tech guy said something about the power only going to one side of the circuit. Suspect a regulator IC.

If it ustill works on batteries, buy an extra set and a charger and forget about the DC adapter.
