Well, It looks like things are getting closer to full time encryption. Jacksonville Pd is now fully encrypted on the new radio system. They can not be heard. Out of the four control channels, one is 3600 baud on the old system, one is 9600 baud on the new system. You will have to reprogram the system in your radio and put it in 9600 baud to track only Jacksonville PD. The control channels seem to be patched to the new and old for the rest of the talkgroups right now.
Once again, How can the government pay $24 million to encrypt a radio system so you can't hear dog catchers, school bus drivers, police, fire and rescue. There is not one communication on the system that has been sensitive enough to be encrypted by the federal government. People that are on the new radio's that I know, say the new radio's have poor coverage and the current system is better. The Anniston ARMY Depot's radio system is also encrypted. But they house and destroy Chemical weapons.
Why does the corrorer need to be encrypted. Whats so sensitive, There dead. The wrong people are in charge of this system. I also hear that the buddy system is in place with who gets the best radio's. I hear that friends of friends get the best radio's. I also hear that the people that have the new radio can't communicate with agencies across the county. That was the sole purpose of the CSEPP radio system. Interoperable communications between Calhoun and Talladega counties. No calhoun county person can communicate with police, fire or even a volunteer fire department. Because nobody wants anybody else to have there talkgroups.
I hear that Talladega county opted to buy cheaper radio's so everyone gets a new one. The federal government should step in and call for an open protocal. Not encryption. That is not what the feds bought. The feds bought an upgrade to the infrastructor. What a joke. What are your thoughts about Calhoun county turning on the citizens so they can talk encrypted about nothing. I heard that they put in for a hold with the FCC to be moved to 760 mhz until 2014. CSEPP runs out in 2012. Why did they not reband the system to 760mhz with the money, so the system will go long after CSEPP. Now when CSEPP is over, and 2014 gets here. Guess what, The system has two choices, either turn the radio system off, or reband to 760mhz. With NO MONEY. CSEPP says this is it with money for radio systems. So once again the radio system is obsolete in 7 years. Is that worth $24 million. I think not. The poeple of calhoun and talladega counties have spent thousands of dollars just to hear communications on the digital system. Now its over again. Why are they dogging the public. What is so important that the people of the to fine counties are not supposed to hear. I wish the media would let the citizens know about what is taking place. Time for answers.

Unless the database hasn't been changed, it looks like to me that all transmissions on the Calhoun and Talladega County TRS are only Project 25 Digital and not encrypted. If you don't have a Project 25 capable scanner you won't hear the transmissions and they will sound as if they are encrypted eventhough they are not encrypted. As I said before I may be washed up but from what the database says that some of the talkgroups are analog and others are digital but there is not any encrypted channels on that page for that particular TRS system.

The new system uses the same freqs but is 9600 baud. The old system uses 3600 baud. JPD is the only dept that can't be heard yet. The new system has not been added to the database yet. The database only has info on the old system....The new system uses new talkgroups. 00001, 01173, 01425. JPD uses 01269 Encrypted... Nothing can be heard. Somehow right now, The others are patched to the old system until everything is ready. Then pull the plug on the old system and the only thing left is the new system.

So, even a scanner capable of using 9600 baud control channels will still be deaf?
Anyone know what Motorola encryption format they are using?

I don't think Motorola has anything to do with encryption, they just provide the path. It's their "customers" who use (or don't use) encryption.

Total encryption of a department's communications does not always remain "total". It sometimes becomes too much trouble! :wink:

They would iether be using AES I, or AES II for an ASTRO-25 system.

There are four control channels. At any given time, one is on 3600 baud and one is on 9600 baud. Look at the database for the four control channels. It changes every day. If you have a pro-96, press the manual button. It will stop on an active control channel. It will show either a 36 or 96. press the up or down button on either of the other three control channels to see and hear the difference. On the 3600 baud control channel, it shows a system ID of 3532. On the new system, the control channel shows 9600 baud and the system ID changes every second BEE00, SY1D0 and T0101.
Rumor has it, it will be Motorola Phase I Encryption. I hear that the change over is very near. I know some people that say, they have turned in there XTS-3000 for an XTS-5000. They say, There radio's have less talkgroups now, than before. I also hear, The police have an agreement, all police will have each others talkgroups. But nobody else will have any police talkgroups. All police talkgroups will be encrypted. Alot of police and fire departments now have Microwave antenna's as well as 800 MHz Antennas. Even the E-911 has new Microwave feed horns. The old feed horns are gone. You can hear on the motorola talkgroup 65200, alot of activity about programing each departments new radios to the new system. On the new system that is patched to the old system, you can hear motorola testing radios on a new talkgroup of 00001.
If there is a chemical spill at the Anniston ARMY Depot, Where the Chemical weapons that are being destroyed, it holds 7.1 % of the nations stockpile. What will happen when police can't talk to fire, fire can't talk to rescue and rescue has transported a patient that has contaminated an ambulance. It has to be taken out of service or it will contaminate other patients. The hospitals can't hear anybody on there radio's. I hope nothing ever happens in calhoun county.
A few weeks ago, There was a big car chase, and Anniston, Oxford, State Troopers, Lincoln, Talladega PD, Talladega SO and Cleburne Co SO all chased a vehicle all over the area. Not one agency could talk to the other. Each agency had to use the phone to get updates from all the other agencies. What a pitiful situation. Why could there not be a simple talkgroup for all the police to go too and the dispatches monitor. That would be to simple for the system. Somebody might hear something they shouldn't. The people that run it don't want to be heard, I thinks it's time for each agency to go back to there own radio system. Most of the agencies have kept up there FCC license, so when the funds run out, they will go back to VHF and UHF which is still on the air in most cases. This only my opinion about this radio system.

David, You done wrong using the radios for personel use. Its caught up with you. A federal judge will see all of the documents in Bham this week. Dan long knew what was going on ,but done nothing to stop it. He's just as guilty as you are. All your State Trooper buddies that you gave radios to will lose there DAVIDDIG talkgroup. It must be nice to get money from the federal gov. and use it for your own use, Whats that called ? Misappropriation, unlawfull use of funds. You used money from the tax payers of calhoun county to give radios to all of your buddies, and when you got caught you said well ill encrypt the system so no one can hear me! Thats exactly what you stated to several people. These people have contacted me and told me what was going on at the Ema. So you go right ahead with you radio system upgrade which is illegal, because it clearly states in the CSEPP guildlines this system is for interdepartmental communications which has never been done. Anniston police cannot talk to oxford police, or the Fire Dept. or any other Depts. I thought that the people at the Ema were the best of the best, but it looks like thats not true. How many years has this system been in operation ? The federal Gov. was not aware that the guildelines had not been completed. Thats also been covered up in the reports. The Calhoun County Emergency Watch program has been monitoring Anniston Army Depot communications for several years. You are not going to stop us from listening to communications at A.A.D. We have the right as a citizen of calhoun county. The EMA of Calhoun is not trusted anymore because the people have found out about things that have been hidden from us. The EMA knew about dispersements that happened at AAD and were not reported by you ! would you trust someone that kept things from you ? Encrypting the radio system is the worse thing you could ever do at the Ema, now all the people think you are hiding something. Citizens are not going to stand for this. I have heard from hundreds of ham radio operators that are very upset with the Ema. They told me that they used to work hand and hand together with the Ema. But its like now the Ema has turned on them. I have also heard from several first responders that are mad about what is going on with the encryption of the radio system. Several are thinking about quiting and not helping anymore. The first responders are your first line of defense that get out there and do the job, for no pay,no insurance,no nothing ,but to help there fellow citizens. How do you think they feel when you stop them from monitoring whats going on ? You need to put the radio system back like it was, no encryption, before this goes any futher. I dont want this to cause anyone to lose there job.

Does anyone know what has changed with the Calhoun Co. 800 MHz.System in the last couple of days
Since October 1, 2010
A lot of Digital scanners have quit receiving all traffic on 800 MHz.
The 800 MHz. system is still up and running but the scanners have quit receiving traffic
I thought it may be a control channel issue or maybe they have changed the control channel
The last time I monitored the control channel it was working on 856.2625
Is that still the right control channel
When you program one of the control channels listed on R/R into the scanner it locks the scanner up and will not scan, I cant remember which one it was
If anyone has any updates for Calhoun Co. please post them ASAP

Never fear...I read an article on this & said by 2012 when th Govt pulls out they probably will not be able to afford the system so anything can happen.
