Yes you can build an SDS100 and you can build one better than Uniden makes. Besides mechanical and electrical engineering skills you will have to bone up on writing code for DSP. Not an impossible task but I would bet a lot of $$ it will never happen.

Buy a Raspberry Pi Pico – Raspberry Pi - $4 for computer

$10 for SD card and ? reader ?

$5 for solar cell from url above

$10 for 4 rechargeable batteries

maybe $2 for battery case

$2 to $5 for 2 line LCD display

maybe $2 to $5 for a speaker

maybe $4 for a case

total cost - $36

Does that mean the micro USB connector can be used for importing data and power?

So no RF receiver? No keypad? And I/Q processing, stream decoding and digital voice synthesis (along with all the other work that needs to be done) out of a 32 or 48 MHz micro?

OK - add $5 for dongle. Couldnt find a mini keypad - but add another $5. What chip is needed to run it? Super fast I7? whatever that is - cost maybe $110? But didnt I read that the Pi Mini could run it? That would be $30. Right?
