Its a simulcast data channel for load management purposes. my parents lived on the beach and they had special boxes on each large appliance and if the load got too much in the city, they would send out codes to shutoff various appliances that were attached.

I left the radio alone to record and this is what I gotFor anything useful, you're going to have to make much longer recordings than what was posted before. It's a simulcast system so along with any data that's sent to whatever it's controlling there's also going to be control tones and packets sent to control the transmitters, to control the transmit audio delays and equalization of the transmit lines.

I've been going to Orlando for years and never heard it before.Used to hear this in Tampa for years. Strong no matter where I was at. Always wondered what it was.
