is there a Canadian FCC? if so do they have a website that you can search call signs? got low band skip on 40.380 speaking french and a cw call of UMO29W.

The Canadian version of the FCC is 'Industry Canada'.

The trouble is that the Canadian database is heavilly cencored, you wont find any major government lisyings nor will you find any lawenforcement. However something is better than nothing.
