I took the train today and found the crew using 160.455 which is licensed to the Durbin and Greenbriar Valley train. I did not hear anything on 31.66 or 31.98 which are the frequencies I found referenced in my pre-trip search.
Hi, I was in Elkins 3 years and had lunch at the restaurant at the train station there. I believe that the frequency you mentioned is a repeater. I heard them talking briefly as they left town for a trip. I would have ridden the train but it was sold out.

I doubt that they have a repeater as the Green Bank space telescope is less that 2 miles from the mountain.. The whole area is in the radio free zone..No cell Sites, Microwave ovens, Garage door openers or WIFI.. The radios on the trains are LOW power units with unity gain antennas. (they have a special exception for their use on ONE frequency..)
