I lived in the area for a number of years. I have *never* heard SM PD on analog. I suppose I could have monitored Dispatch for awhile but --- it's always ENC showing up on my display, so there was no point in programming it. Once in awhile I would get a Close Call capture, and yup it's ENC.
SLO PD Tac: Sometime in 2010 I think, the PD had a problem on Blue (SLO PD Disp, if I'm remembering correctly) so they had everyone switch over to Green. This went on for a couple of weeks. Otherwise, I've always had Disp and Tac on my Hot-Freqs* but never heard anything on Tac. I think it's primarily used as a secondary channel in case Dispatch fails, which won't happen very often because SLO is a pretty small town. The only time it would get close to requiring Tac is if there was yet another college group of miscreants partying or something like that bank robber who ran around there back in ... I think '09. (Was fun to hear it all)
Morro Bay PD: They've got a fairly small TX area. Because they're trapped by the small mountain range that the 41 goes through, you won't catch them from Atascadero. Because it's too far north of SLO, you won't catch them that way via LOVR and Los Osos if you're in SLO. I've heard them before, but they also a pretty small dept (small town, tough to find a job there) so there won't be too much action. The action will be in SLO or just the SO. (Speaking of the SO, the Animal Control dept could benefit from an instruction session on how to use a radio properly.)
When I compiled the massive PD library for my scanner back in...I think '08, Orange County, SM PD and Santa Monica were the only encrypted departments/counties I noted. I may seem to recall something in Fresno or the Bay Area, but those three were the only ones that stood out. Things may have changed considerably since then.
*: For whenever I hear a cruiser fly by code 3, but didn't catch it on the scanner, I'd turn off all other systems via the quick keys and switch right to quick key #1, which was Priority System.
