They are on TACN or the Tennessee Advanced Communications Network and run a simulcast cluster for the city and county. Here is the link to the system page. A simulcast ready scanner, pager, or radio will be needed to monitor them since distortion is pretty evident.

The SDS series is the only way to ensure you will hear the sites, however depending on your location other scanners will work okay, and there are ways to lessen the effect of simulcast distortion. Don't give up the idea of listening just because you don't have the $600-800 for a SDS series scanner.

Unication pagers work fine on TACN, this coming from personal experience. He could try DSD+ or SDRTrunk with SDR's but they aren't great.

I live in a county that is simulcast and all my Whistler scanners work fine, as do several of my older Radio Shack scanners, including one I use to feed Broadcastify. Simulcast distortion depends on your location to towers and may or may not have issues. There are also a number of people who have reported success utilizing smaller antennas and other tricks. The blanket statement that "A simulcast ready scanner, pager, or radio will be needed to monitor them" isn't always true and tends to cause people to shy away from trying to listen.
