I'll start by saying that I am VERY new to the world of digital scanners. I recently purchased a Uniden BCD996P2 and am programming the unit using the RR database via FreeScan. From what I understand, Cherokee County and Jacksonville have converted to digital over the past year or so. While RR does show the digital data for Cherokee County SO, it appears that the analog data is still listed for Jacksonville Fire/PD. I'd like to see if anyone has working settings for Jacksonville Fire/PD and for Cherokee County SO. Or maybe they are using XNDN or DMR and I need to purchase an upgrade?

I'm not in your area, so I can't speak from personal observations on your query. However, I do not see any 'new' licenses listed for Jacksonville's PD & FD. They are not licensed for DMR or NXDN, but it would not be the first time someone uses a format they are not licensed for.
I do see, on both the PD & FD licenses, that they are licensed to use conventional digital (P25), Since the county is now using digital on their S.O. dispatch channel, it would not surprise me if the city also switched. The database listing, showing them as still analog, is based on submissions by other RadioReference members. If, indeed, Jacksonville has switched, no one has passed that information along. Which scanner are you using? I would add a duplicate of both the PD & FD frequencies, but set the audio mode to digital, with it set as "Search" for the NAC code. If you start hearing them, enter the displayed NAC in your scanner instead of leaving it as "search". Also, if you can document the change, please submit an update to the database so that the county's database page can be updated.
If, with the PD & FD frequencies set as 'digital', you still do not hear anything, there are several other frequencies on the licenses for both PD & FD, that do not show up on the database page for the county.
KNIS323 (Fire): The listed dispatch frequency is 154.175, but there is another frequency licensed as a base/repeater channel.
158.8275
KKC443 (Police): The listed dispatch frequency is 154.785, but again, there are other licensed frequencies.
154.1600 and 155.1975
I would suggest programming these "extras" without setting them as analog or digital. Leave the audio setting as 'Search'. That way, you would hear any analog, or digital, radio traffic, and the scanner would also display the CTCSS/DCS code for analog, or NAC if being used as digital. And, again, if one or more of these are in use, once you confirm the usage (for talk, tac, fireground, whatever), as well as whether digital or analog, please submit the updates to the database.
If, after a few days, you are still not hearing anything on any of these frequencies, neither analog nor digital, there is another possibility. Take a look at one of their police cars or fire equipment, If you see a very short antenna (like a couple of inches), there is at least a possibility that they switched to using TxWARN P25. There are two sites in your county, so there is coverage,

I had a client who called today and said that Cherokee has switched to P25 recently. I do not see them listed yet as such either on TX-WARN or otherwise. Any ideas?
