I am interested in monitoring Chester County's fire/ems/pd. I understand that they are running an LTR system. I had the system explained to me in detail once, but can't seem to find my notes. I know some companies still utilize the VHF frequencies, while others don't. Here's the catch, I am in South Jersey, so I am not sure if I will be able to get all of what I want to hear. I do have a fairly decent outdoor antenna, and would also be listening mobile from Chester county area. I programmed my PRO2055 to what I believe is the correct setup for the LTR system, but only tried it once up there. It seemed to hang up a lot post transmission. Then again, I usually work with Motorola trunking, not LTR, so I may be wrong in my setup. Any help would be appreciated.

PS: Is Chester going to be making the move to the state's opensky system in the future?

Well, I believe I am about at the edge of listening distance in Wilmington DE. Using a 9dB 800Mhz YAGI I am able to pull them in.

So. NJ, well...Program in the LTR Multinet freq's in the rr DB and let us know.
Skip programming 866.3875 (Control channel) and likely 866.3125 (Alternate CC) but put the other 12 800Mhz freq's in.

Fire is easy, just put in the 3 conventional VHF freq's (159/160 band) those are easy to pick up.

the police VHF freq's only carry the base side. No mobiles.

It's actually an LTR MultiNet system, which can't be programmed as a trunked system (unlike LTR Standard). As Dave noted, program all the freqs in order as a conventional system and you'll be able to get most of the transmissions.

Is Chester going to be making the move to the state's opensky system in the future?

No. They may have to upgrade to a different system in the near future, due to rebanding and the inability of EFJohnson to provide acceptable radios compatible with future upgrades, but it will NOT be OpenScam...

I have never tried to monitor Chesco in this way, would I just program the 12 800MHz channels in FM mode? And not LTR since we can't track that type system. I think I'm on the right track, just checking.

Correct, program the freqs in conventional mode. You'll get the audio, you just won't get talkgroup information or be able to limit monitoring to specific talkgroups.

Chester County has a Order Pending for new EF Johnson 5100 and 5300 Radios from EF Johnson . They will be Flashed for Multi-Net with P25 Astro . They will be Programmed with the Rebanded Frequencies . But they Will still be using EF Johnson . Chester County also Bought a Rebanding Key Code for the Multi-Net System .
