Chicago PD on 260.8 MHz?

I'm getting what sounds like district 19 & 23 (127.3) dispatch on 260.8MHz. I thought this range (200s-400s) was military & satellite. Anybody know if this is just a "ghost" image or something, cause they're normally on 460.5MHz?

It is definatly a ghost. No LMR manufacturer has an offering that will cover that range.
