A license app was filed for "SLOW GROWTH", although denied by FCC.

Our first phase consisted of 13 simulcast sites (8 Tx/Rx and 5 Rx only) with 6 channels, an ASR at Midway, and two separate conventional in-building systems at the DWM filtration plants.The second phase, that is currently in progress, is modernizing O’Hare International Airport’s public safety systems with 800 MHz. This phase also increased system coverage by adding 6 transmit sites to the simulcast system.The third phase will add capacity to the simulcast subsystem accomplished through reallocating additional current data system frequencies that are already licensed at the sites. Later phases will incrementally add sites and capacity, as well as integrate the Chicago Fire Department, Chicago Police Department Patrol Operations, and Chicago’s public works systems to achieve fully unified city radio.If you have any questions or requests for clarification or further information, please contact me Eric Reinhardt at the City of Chicago Office of Public Safety Administration.Below is the proposed implementation schedule.

Still waiting on O'Hare Aviation Security to migrate to the P25 system. I think that will be the last on the 800 Mhz. analog trunking system. What remains to be seen is if they will build out the TETRA system and/or migrate the Motor Truck Drivers/Operations off the UHF-T system to the P25 system, or keep them separate. This would allow only one common radio system to be used, but would also be a massive undertaking of reprogramming snow plows, tow trucks, and the numerous other vehicles (The Yellow ones) located inside the AMC (Airport Maintenance Complex). All Midway operations have migrated to the new P25 system.

In their letter to the City of Chicago, the FCC writes " Your request for Slow Growth has been denied for call sign WNDW413, as all frequencies on this license have satisfied the buildout requirement as of 6/20/2013 and 2/20/1995. With that, there are no outstanding buildout deadlines to extend on WNDW413."
