looking for other frequencies. Dog catcher, Code Enforcement, Etc.

I know there is a load of stuff beyond the little handful of frequencies listed here on RR.

any locals have municipal services stuff?

Check out this link from the database... Tuscaloosa County, Alabama (AL) FCC Licenses, you might find something interesting within this list.

Also try using your limit search feature and monitor small sections like between 150~153 MHz. I found a taxi service, DOT, and a security service in this area.
