Codes and Signals In Cedar Rapids

Hello all,

Cedar Rapids PD uses a lot of Code Adam, Code King, Code Edward and the like. They also use Signal 2, Signal 3, etc. I cannot figure out what they are trying to say.

Does anyone know what the code and signal values represent?

Muscatine Uses Code Adam now and then as well. I have no explanation however.
