Nice. That explains why my scanner has been so quiet. I hope they don't plan to encrypt the dispatch channel full time!
Quote from the news story:
In addition, plans call for allowing officers to encrypt communications in certain tactical situations — such as the summoning of a Special Weapons and Tactics (SWAT) team, a crime in progress, a standoff or a hostage situation — so that only dispatchers and public safety employees can hear the communications, and not the public listening on scanners.

Yes city of Portage, Fall River, Columbus still on conventional freq 155.415. I don't monitor fire, ems on 154.145 don't think would be any reason to encrypt them.

There's no legal way to receive encrypted transmissions, correct?
I have someone emailing me, swearing he still receives that frequency.

That would be to my understanding, only law enforcement and other gov't officials are allowed. You would have to have the key code from what I understand. Not sure but some other countries are allowed to have voice descramblers, (chip) not sure if they work? Obviously not allowed here in USA. Lot smarter people out there then me probably know the answer. Looking at the warning top of page probably don't supposed to talk about it either.

No scanner can receive encrypted transmissions and even if you had the key there is no way to program it into any scanner.

Then there is something he is hearing that is unencrypted. It's either Columbia County transmissions that you aren't receiving for some reason, or he's picking up some other agency that happens to use the same frequency.

My guess? The new system may be simulcast. Your friend is in a perfect location to receive it correctly with his 1065 and you are receiving from multiple towers at the same time so some transmissions are garbled. Do you use an outside antenna? See if you can reduce your signal and see if the transmissions improve.

Total guess on my part but worth a try.

Unless his Whistler WS1065 is smarter, which could be cause I can barely program trunking channels. LOL They do look like awesome scanners, And price tag to go with. Maybe I don't know how to program P25 correctly?
