Is there software out there that allows viewing of the computer aided dispatch to civilians? Or where emergency incidents are going on?

Jim's Mountain News Network is good for incidents. I don't think there's any way to monitor cad though, as it is usually proprietary as far as I know.

In answer to your question initial question...Yes...there is software to allow the viewing of CAD calls to civilians. However, this isn't software that you as a civilian would use. This is something that each specific agency (or PSAP) would have to have setup with their CAD vendor (for example TriTech VisiCAD, or Motorola's CAD system) to expose this information to the outside world...usually via the web.

Here is an example of an agency that has done just that... Real-Time 911. I have seen others, however I can't find them at the moment. Would be really nice to see many more agencies provide this, however it probably has some legal ramifications that has caused PSAPs to not even think about it past the initial suggestion!
