Say i want to program a radio to 460.55 and 141.3 CTCSS if i leave out the 141.3 when programing...will i still be able to hear that organization??? and other people

Probably, if the scanner is set to ignore the tones...Pretty hard to tell when you don't give even the minimum info about the radio and the system you're programming for. We need Johnny Carson's "The Great Carnack" to answer......

Don't really need any information about the radio system. If you program 460.550 without the 141.3 PL, you will hear all traffic on 460.550, not just whoever uses the 141.3 PL.
